Since our inception, the Joshua M. Freeman Foundation has been a champion of the arts — working to provide access to live arts ​experiences to residents and visitors of Delmarva. Each year, over 100,000 people make the Freeman Arts Pavilion a part of their summer ​and enjoy beautiful music, world-class performers and strengthen our community. Through our Arts Access Initiative, we also present free ​arts programs that reach local students, families and the community at large. Creating a space where all are welcome and can enjoy the ​arts continues to be at the forefront of our organization’s mission.


Our 16th year has been a triumphant one. Community engagement helps fuel our mission forward and we are grateful for those who were ​an instrumental piece in our journey this year. Not only did we see record-breaking attendance, but we also received impactful grants that ​further our mission and provide an expanded audience and programmatic opportunities for all to enjoy.


We welcomed 630 sponsors in 2023 and introduced a new fundraising event. A common theme throughout this past year was the integral ​first steps to a transformative future ahead. The first permanent structures of the Freeman Arts Pavilion venue were completed and unveiled ​this year, and we expanded our Arts Access Initiative with new opportunities in our Arts Education and Community Access programs. As a ​public charity, the support of the community at all levels is essential to create and sustain a vibrant arts community.


Your support is the encore that propels our foundation forward into more years of service, inspiration, and innovation. Whether you are a ​smiling face in the crowd or a fellow advocate of the arts, we are grateful for your support.

Meeting milestones, breaking records

We expanded our work of bringing the arts to our community by holding performances in community spaces, including libraries, Boys ​and Girls Clubs, and more, focusing on places where communities gather to connect and build a sense of belonging. We presented ​multiple performances, and participated in several community events, reaching new audiences through new ventures.


Those most impacted are members of our community that either would face a variety of barriers to experience the arts otherwise and ​donors that are inspired by our work in the community and schools.

We also continued to expand our Arts Education programming to Worcester and Wicomico counties, MD. In 2023, we brought programming to 16 schools in ​Wicomico County and 6 schools in Worcester County. We had never been to Wicomico before 2023, and we are already breaking down barriers to reach ​more individuals through the arts.


Summer 2023 brought the exciting opening of our first two permanent structures of the Freeman Arts Pavilion — the Box Office and the covered entrance. ​Our on-site box office opened daily at 11 a.m. to better serve guests, and to continue our focus on excellence and customer satisfaction. Our box office sold ​Freeman Arts Pavilion merchandise, offering our patrons opportunities to proudly wear hats, t-shirts, sweatshirts and more adorned with our logo and ​seasonal theme. We implemented mobile tickets, increasing buyer convenience and protection during ticket purchasing. We increased ticket sales (to both ​free and paid shows), and audience attendance by 16% over 2022. More than 100,000 people entered through our new gates and enjoyed arts experiences ​in 2023!


By the end of 2023, more than 50% of the live performances presented by the Joshua M. Freeman Foundation were free to attendees.


The success of our growing footprint in impacting lives comes from the continued dedication of a team driven by mission. A final milestone hit for 2023 was ​the growth of our year-round team, allowing even more focus on achieving our vision of transforming lives through the arts. In all, 2023 was one for the books.

Elevating the human spirit

Celebrating the Spirit of the Summer at Freeman Arts Paviliion!

Freeman Arts Pavilion is a program of the Joshua M. Freeman Foundation, with a purpose of creating opportunities that elevate the human spirit. This program is made possible, in part, ​by a grant from the Delaware Division of the Arts, a state agency dedicated to nurturing and supporting the arts in Delaware, in partnership with the National Endowment for the Arts.


In 2023 at our outdoor venue we presented the 16th season with a mix of dance, theatre, children’s performances and live music. More than 65 performances took place from May ​through September, entertaining more than 108,000 individuals. As part of our mission and through the Arts Access Initiative, which includes our Young Audience Series and free ​performances in the summertime, 36% of season performances were free for guests to attend.

Advancing Arts Access for All

Growing the mission, expanding the Arts Access Initiative and advancing arts access for all ​through performance, education and advocacy

2023 saw a year of big risks and exciting rewards as we continued to expand the reach and access to the arts for our communities. As we continued to build new partnerships ​throughout local areas and to build connections with communities with barriers, we saw increased engagement and participation in the arts from those communities, and across all ​audiences. An area of focus has been to increase attendance to free performances, dance, visual arts, local artists, and much more. Much of our free programming focuses on bringing ​culturally and genre-diverse performers to the stage for all community members to enjoy at no cost. With the goal of making our venue more accessible to all, we saw a 62% increase in ​free performance attendance over 2022 for our seasonal live performances. This increase indicates success and opportunity for growth as we continue to reach new audiences.

Arts Education reaches new heights while welcoming the return of field trips to the venue to ​experience a live arts performance

2023 was a milestone year for the Arts Education program, including the launch of our first Teacher Professional Development event and a new student ​program focused on mental health for high school students. Our longtime partner, Devin Walker, who presents “The Uncle Devin Show” in partnership with us ​brought our first professional development event to local teachers, titled “Racism in Children’s Music: Liberating Music for the Black Child,” which allowed ​teachers to learn about the evolution of children’s music through a new lens, and created a credited option for their continued education. “Doodley Brain,” a ​new program developed with local partner and visual artist, John Donato, was launched at Sussex Central High School in Georgetown, DE, with a focus on ​mental health and coping skills. This program has now become highly demanded, and we plan to bring it to all high schools in Sussex County and Worcester ​and Wicomico counties.

Community Access program soars to new locations, partnerships and attendance

In 2023, we continued to partner with local community organizations across Delmarva that represent the diversity that makes up the fabric of our communities. We saw a 250% ​increase in annual Community Access programming attendance, reaching 2,590 individuals across multiple locations and at the Freeman Arts Pavilion.


Thirty-one community partner organizations either attended or hosted a live performance in 2023, 12 of whom were new partners to the Joshua M. Freeman Foundation. A standout ​moment was a performance by Delaware Poets Laureate — The Twin Poets at West Side New Beginnings in West Rehoboth, DE. This event filled the building, with guests finding ​space to sit from the hallway to the floor.


In 2023, we proudly partnered with The Voice Radio Network, representing the largest local Spanish radio stations on Delmarva. Together, we launched the first Locals Under the ​Lights: Latino Edition. This event was a new take on Locals Under the Lights, a summer tradition at Freeman Arts Pavilion. The Latino Edition included local Spanish artists performing ​three different genres of music and participating in a voting contest held with The Voice.

Launching the first Locals Under the Lights: ​Latino Edition during the 2023 Festival Hispano ​was the result of an exciting new outreach effort ​and partnership with The Voice Radio Network.

Continuing to build relationships with local youth ​programs including summer camps has allowed ​more children the opportunity to experience the ​arts live at no cost to them or their families.

A new partnership with Georgetown Public ​Library led to enhanced visibility for both the ​Community Access program and the Arts Access ​Initiative.

Creating belonging

Volunteerism leads to community building, a sense of community, compassion and joy

A proud staple of the Joshua M. Freeman Foundation is the award-winning Volunteer Corp. This outstanding group of individuals is comprised of 272 community members dedicated to ​serving others and representing the mission of the organization. In 2023, volunteers gave 15,973 hours to the Freeman Arts Pavilion performances and operations, 1,115 hours to Arts ​Education and Community Access programming and 1,874 hours to a variety of other opportunities presented by the Foundation. There were 74 first-time volunteers in 2023. According ​to the Independent Sector, a volunteer’s time is equivalent to $29.56 per hour in Delaware which equates to over $560,500 being allocated back into the Foundation’s mission and ​community outreach.

Rallying Community

Fundraising events turn into a party while the legacy of golf and the arts continue

In 2023, we continued to build our relationship with the community by developing a new community-centric fundraising event. This unique event launch took place in April as the ​“Backstage Pass Party,” a themed event to give guests the feeling of just what goes on behind the scenes of a concert! From hair and make-up stations to temporary tattoos and ​piercings, this delightful and fun event at the Hyatt Place Dewey Beach was a great way to kick off the upcoming concert season with music from local favorite Love Seed Mama Jump. ​About 225 guests attended, generating more than $15,000 in revenue. We could not have made this evening such a success without our local partners, including VISA, The Starboard, ​Woody's, Big Fish Restaurant Group, Dogfish Head, MidSouth Audio and Oak Ridge Winery.


After a year where Mother Nature had other plans, this fall saw the return of golfers for an in-person day of support at our 17th Annual Joshua M. Freeman Foundation Golf Tournament ​held in late September. The Foundation welcomed golfers to enjoy a memorable day of golf that honors Josh Freeman and celebrates the traditions he most enjoyed. Through the ​great support of the Carl M. Freeman Companies and partners, golfers and guests are treated to a first-class day of golf that includes a Live Auction and fund appeal to raise vital ​support for the Foundation's mission. This year, 132 golfers and supporters contributed over $200,000 to honor our namesake and support advancing arts access for all.

The support and generosity of our community of donors made magical moments possible for over 130,000 people in 2023 through Freeman Arts Pavilion sponsorships, general ​donations, grants, and our fundraising events. The powerful philanthropy of Freeman Arts Pavilion sponsors drove the organization's mission forward as it expanded its reach to even ​more underserved communities across Delmarva. This cumulative support is vital to sustain our strategic initiatives as we seek to make the arts available to a growing community of ​residents and visitors to our region.

The Next Phase

In 2023, supporters of the Freeman Arts Pavilion: The Next Stage Capital Campaign witnessed firsthand how their generosity was transforming the grounds ​of Freeman Arts Pavilion. The venue proudly opened in mid-May with a brand new, beautiful Box Office and covered pavilion entry. With a phased plan in ​place to complete the venue in three to four years, the Joshua M. Freeman Foundation is humbled by the outpouring of support from a generous community ​of donors who are investing in what will become the premier performing arts facility in the region. Since the campaign began in 2018, nearly $26 million has ​been committed to this pivotal project.


Nearly $2 million was contributed to The Next Stage Capital Campaign in 2023. The Joshua M. Freeman Foundation is proud of these milestones that are ​advancing this project. The Longwood Foundation awarded a $1.25 million matching grant award in November 2023. Nearly $500,000 was generously ​committed by individual donors throughout the year.

Thriving economic impact

We continue to impact the success of the region beyond our doors through ​investment in local vendors, community partners, tourism and beyond.

The arts increase the quality of life for residents and visitors. They are also an economic engine for our region, ​driving thousands of visitors to the area to experience live performances at Freeman Arts Pavilion. The Joshua M. ​Freeman Foundation now supports more than $18 million in annual spending across the Sussex County economy.


As of 2022, each dollar Freeman Arts Pavilion spends results in $2.12 of economic activity in Sussex County.


At least $7.2 million out of the $18 million in gross contributions of annual spending across the Sussex County ​economy represents new money that would not otherwise be in Sussex County without Freeman Arts Pavilion ​(Joshua M. Freeman Foundation) and its programming.

As a 501(c)(3) nonprofit organization, it is imperative that we provide transparent reporting to those who support us, and that we commit to being a top-notch operational business ​rooted in excellency and achieving goals set forth in order to create accountability and trust in our organization. We have been an accredited organization through through Candid. ​(formerly Guidestar), achieving Platinum Transparency, and a 4-star, 96% charity rating through Charity Navigator. We have been an accredited organization through Standards for ​Excellence since 2018.

As a 501(c)(3) nonprofit, the Joshua ​M. Freeman Foundation ensures the ​organization runs as an efficient ​business, and that each dollar spent ​is done so both strategically and with ​intention towards supporting our ​mission of advancing arts access ​through performance, education and ​advocacy. For every dollar that is ​raised, 88 cents is committed to ​programming, 6 cents for our current ​and future fundraising needs and 6 ​cents to management.

Looking Ahead

Focusing on the future while keeping our mission at the forefront.

As we continue to move through our phased approach towards the final iteration of the venue, we continue to grow across our Arts Access Initiative. As of 2023, we serve three ​counties through our Arts Education program and continue to add more schools and expand our footprint. Our Community Access program grows annually as we continue to partner ​with new organizations and reach communities from all walks of life with live performances.


Our phased approach as part of our Capital Campaign leads us toward the final version of the Freeman Arts Pavilion, and the structures that will help us provide a sustainable, ​functional and welcoming environment for all to enjoy the arts. Our next steps include adding more permanent buildings, such as the permanent restroom and expanded Canteen to ​better serve guests.


We are excited for what the future holds and look forward to advancing arts access for all through performance, education and advocacy.

About our organization

The Joshua M. Freeman Foundation, a 501(c)(3) nonprofit, was established in 2007 to honor the life and legacy of Josh Freeman, the former Chair of the Carl M. Freeman Companies. ​The Foundation impacts more than 130,000 individuals annually at its outdoor performance venue, Freeman Arts Pavilion, and through its Arts Access Initiative. The venue holds nearly ​4,000 guests per live performance and an array of traditional concert-going experience amenities. When not held at the venue, live performances occur at schools and community ​centers around Delmarva. Our Arts Access Initiative provides pre-K to grade 12 students, community partners, individuals and families on Delmarva access to year-round, high-quality, ​diverse arts experiences at no cost. Freeman Arts Pavilion includes live concerts, dance, comedy, theatre and many other forms of the arts through performances during the summer ​months, as well as year-round arts opportunities
